Our built-for-renters developments are part of new, integrated housing precincts that will include specialist disability accommodation, market, affordable and social housing.

All renters will receive the same high level of service from our onsite support team, and all community development activities and social gatherings will be open to everyone.

Building Communities’ new housing neighbourhoods have been designed to be welcoming, secure, environmentally friendly and meet high quality modern design and accessibility standards.

Shared spaces will include community rooms for social and educational activities, active open spaces, community gardens and pocket parks.

Both partner with Homes Victoria to deliver integrated housing developments offering social, affordable and market rental options, including specialist disability accommodation.

These developments are designed to create vibrant, inclusive communities where people from different backgrounds and circumstances can live, connect and thrive. The consortiums and partners work collaboratively to deliver high-quality homes, long-term housing opportunities and positive social outcomes for residents.

Community Housing Limited (CHL), as the appointed community housing provider, leads the delivery of tenancy management, resident support services and community engagement initiatives across the developments. Details of the service contractors for each program are outlined below.

Community Housing Limited
Community Housing Limited (CHL) is Australia’s largest community housing provider, delivering safe, secure and affordable places for people to call home. As an investor and lead services contractor across the Ground Lease Model (GLM) developments, CHL provides integrated tenancy, asset management, maintenance and community development services across all sites. Bringing these functions together under a single service model gives clear accountability, supports positive resident outcomes and keeps homes and communities well managed.
Horizon Housing Realty
Horizon Housing Realty (HHR), a wholly owned subsidiary of CHL and a licensed real estate agency, delivers the market and affordable housing workstream under the Ground Lease Model, including leasing strategy, marketing, eligibility assessment, allocations and day-to-day tenancy management. HHR’s on-site Property Managers and Leasing Consultants work to achieve strong occupancy outcomes and rental income targets, helping fund social and affordable housing outcomes across the GLM1 and GLM2 precincts
Women’s Property Initiatives
Women’s Property Initiatives (WPI) is a specialist not-for-profit community housing provider dedicated to providing safe, long-term affordable homes for women and children at risk of or experiencing homelessness. As a Services Contractor under GLM2, WPI delivers tenancy management services for a portion of the social housing portfolio that is dedicated to women-led households. WPI services include end to end tenancy management including allocations, rent collection, condition reporting, and support referrals. WPI brings deep expertise in supporting women to create new beginnings and access life opportunities that occurs for women,  when they have access to a safe and affordable home.

Aborginal Community Housing Limited
Aboriginal Community Housing (VIC) Ltd is Aboriginal and Torres Strait Islander Community Controlled Organisation that delivers culturally appropriate, safe and access housing to Aboriginal and Torres Strait Islanders people and communities across Victoria. As a Services Subcontractor under the Ground Lease Model, ACHVL will provide culturally responsive tenancy management and housing support services ensuring residents receive person-centred assistance that respects cultural identify, strengthens community connection and promotes sustainable housing outcomes.
